Retail Tobacco Licenses

Retail Tobacco License Required

All businesses that sell tobacco or alternative nicotine products in the City of Peoria must have a Retail Tobacco License.

There are two types of licenses. The type required depends on how much of the business’s total sales come from tobacco or alternative nicotine products.

Class 1 Retail Tobacco License
Required for a business where less than 50% of total gross sales come from tobacco or alternative nicotine products.

Class 2 Retail Tobacco License
Required for a business where 50% or more of total gross sales come from tobacco or alternative nicotine products.

License Application Requirements

Applicants must submit all of the following:

  • A completed and signed Retail Tobacco License Application

  • A copy of the issued State of Illinois Tobacco License

  • A copy of the applicant’s valid State ID or Driver’s License

  • Payment of the $150.00 non-refundable filing fee.

  • Payment for the License fee (Fees are not prorated):

    • Class 1 - $500.00

    • Class 2 - $1,000.00

  • Completion of a fingerprint-based background check

    • All fingerprints must be submitted digitally

Class 2 License Limit

The City of Peoria limits the number of Class 2 Retail Tobacco Licenses to fourteen (14) within city limits.

The City has currently reached this limit. If you wish to apply for a Class 2 Retail Tobacco License, please contact the Community Development Department for more information.
