Non-Owner Occupied Property Registration
Who must register?
Any property within Peoria city limits that is:
Rented to tenants, OR
Vacant for 6 months or more
When to Register
Renewals: Every year by February 28
New properties: Within 30 days after closing

Renewals
Single Family: $75
Multi-Family: $75 for the first unit + $20 for each additional unit
Example: Duplex = $75 + $20 = $95
New Registrations – Jan 1 to Sept 30
Single Family: $75

New Registrations – Oct 1 to Dec 31
Single Family: $50
Multi-Family: $50 for the first unit + $20 per additional unit
Example: Duplex = $50 + $20 = $70
Owner Responsibilities
Register property each year by Feb 28
List all properties that require registration
Pay fees on time
Keep your contact information updated
Notify the City if:
You sell or buy a property
You get a new property manager
Property Manager Requirements
If you live outside Peoria, Tazewell, or Woodford County, you must appoint a local property manager who:
Has an office in Peoria, Tazewell, or Woodford County
(For apartment complexes) Can be an on-site office/maintenance with manager contact info provided.
Is a licensed Illinois real estate broker if leasing or listing the property
Exemptions
You may register as exempt if:
You own and live in one unit of a duplex
The property is vacant and for sale (must include sale/MLS listing)
The property has a City of Peoria Mothball Permit (must include permit copy)
The property is in probate or estate settlement
The property is occupied by an immediate family member (child, sibling, parent, grandparent)
The property is owner-occupied but temporarily vacant for up to 6 months
Acceptable forms of Proof of Exemption:
- Driver's License or State ID
- Mail - utility bill, bank, or other official document.
- Copy of Issued Mothball Permit
- For Probate/Estate - Legal Documentation
- For Sale - MLS listing or real estate listing, etc.

Change of Status:
Non-Owner Occupied – Change of Status Form
A Change of Status applies when:
Deactivating a registration – The property has been sold or is no longer non-owner occupied.
Updating Property Manager – Adding or changing the designated property manager.
Updating Owner Information – Revising the owner’s contact details, mailing address, phone number, or email address

Short-Term Rental Property License
What is it?
If you rent out all or part of your property to guests for 29 days or less, you must get a Short-Term Rental License.

How to Apply or Renew
All applications and renewals must be submitted online:

License Renewal
Due Date: January 31 each year
Reminders: Sent by email about 30 days before the deadline
Even if you don’t get an email, you’re still responsible for renewing.
Missed the deadline? You must start over and apply for a new license.
License Fees
New License: $75 per rental unit
Renewal: $75 per rental unit per year
Each unit must have its own license—no discounts for multiple units.
A credit/debit card transaction fee applies.
Required Taxes
You must pay the Municipal Hotel/Motel/Room Rental Tax.
Tax Rate: 8% per rented unit, per 24-hour period (or part of a day)
Rentals 30 days or longer are exempt from the tax.
How to Pay:
Taxes must be paid through the same portal you use for licensing.
Taxes are due each year in January, but you may choose to pay monthly, quarterly, or annually.
What You’ll Need to Submit:
A City tax return form
Supporting documents (such as your State of Illinois tax form or a list of fees and bookings for each tax period)
Note:
The City of Peoria does not have agreements with Airbnb or VRBO to collect or pay this tax. You are responsible for submitting the payment.
Foreclosure Property Registration
What is it?
Any property in the City of Peoria that is going through foreclosure—whether it's occupied or vacant—must be registered. This is required by city law.
How to Register
All foreclosure property registrations and payments are done online through: Foreclosure Property Registration Portal
The City of Peoria uses Avenu Insights / Harmari for managing registrations.
You’ll receive notices about registration and renewals from Avenu Insights / Harmari.

When Do You Need to Register?
You must register if the property:
Is in foreclosure by a bank or trustee.
Has had a foreclosure judgment entered.
Was sold at a foreclosure sale and transferred to the lender.
Was transferred through a deed in lieu of foreclosure.
Fees
$300 at initial registration
$300 every 6 months to renew
Payment is required at the time of registration or renewal.
Renewal Rules
Registration must be renewed every 6 months until the foreclosure is dismissed or the property is sold.
You have 10 days after expiration to renew.
Late? A $60 late fee is charged every 30 days (or part of) that registration is overdue.
Need to Cancel a Registration?
If the property is no longer in foreclosure, email Avenu/Harmari Support with your reason to deactivate the registration.
Who Is Responsible?
The servicing bank or legal owner must:
Register and renew the property every 6 months
Keep contact information current
Notify Avenu Insights/Harmari about:
Changes in ownership
New property manager
Sale or dismissal of foreclosure
Any properties that go unregistered/unlicensed are subject to a $300.00 ($500 for Foreclosure Registration) citation per unregistered/unlicensed unit issued by the City's Code Enforcement Department.
