(PEORIA, IL) Thursday, July 17, 2025, at approximately 8:49 pm, Peoria Police responded to the 200 block of N. Webster regarding a report of a male shot in the hand.
Officers located the adult male victim (19 years old) in an alley near the intersection of Middle and Webster Street. The male was transported to a local hospital with non-life-threatening injuries, treated, and released.
While processing the scene, evidence led officers to an apartment in the 200 block of N Webster. Contact was made with the occupants, and further evidence of a crime scene was observed.
Upon speaking with the occupants, one male was found to be in possession of a firearm magazine that contained multiple rounds of ammunition. The residence was checked for additional victims with negative results. All three males were transported to the Peoria Police Department for interview purposes.
Two firearms were recovered from the scene and collected as evidence.
Omarvelous M. Blakes, 21 years of age, was arrested for Possession of a Weapon by a Felon and Aggravated Unlawful Use of a Weapon in reference to previous criminal activities connected to one of the firearms recovered.
Dartavious D. Carr, 19 years of age, was subsequently arrested for Reckless Discharge and Unlawful Use of a Weapon in reference to this incident.
Blakes and Carr were transported to the Peoria County Jail.
