1. City Council voted we no longer have this, so why am I receiving this bill?

City council voted to allow the fee to sunset after the 2021 December Pension Fee Bill. This is in accordance with the original 2018 Public Safety Pension Fee ordinance that called for three bills: 2019, 2020, and 2021 and for City Council to make a determination to continue the fee or to allow the ordinance to expire. On November 6, 2021, Council voted to allow the ordinance to expire after the 2021 bill. The bill dated: December 1, 2021, is your final Public Safety Pension Fee bill.

2. How do I pay?

There are four convenient ways to pay.

• Pay online. You can pay with:
  • Credit card - one-time payment only (auto-pay is not available for this fee)
  • Debit card - one-time payment only (auto-pay is not available for this fee)
  • You can also make changes to your account (like updating your address).
• Mail payment. Mail your check or money order to:

  Please write your bill number in the memo line.
• Walk-in to City Hall.
  Pay your bill in person at the Treasurer's Office, 419 Fulton Street, Room 100, Peoria. Office hours are Monday through Friday, 8 am to 4:30 pm (closed for lunch from noon to 1 pm). You can pay with cash, check, money order, credit card, or debit card. There is also a drop box located in the front of the building as well as a walk-up window on the right side of the building for added convenience. Payment at City Hall must be accompanied with your invoice.
  If you have questions regarding your account or this fee, email the Accounts Receivable Office, call them at 309-494-8696, or see them in person at 419 Fulton Street, Room 111, Peoria. Office hours are Monday through Friday, 8 am to 5 pm.
• Bank Payment. To pay by eCheck or electronic fund transfer (EFT), contact your financial institution directly.

3. What if I am moving or have moved in 2021?

The property owner at the time of billing is responsible for the entire year’s fee.

4. I do not agree with the square footage range on my properties Public Safety Pension Fee bill. How do I appeal?

Every property owner is obligated to pay for police and fire services. However, if you believe you were billed for the incorrect square footage, please complete the form on the Public Safety Pension Fee Dispute page.

6. How will I be able to tell the Public Safety Pension Fee bill from the Stormwater Utility Bill?

The Public Safety Pension Fee bill will have the name indicated at the top of the invoice. The mailing address for the bill will also reflect City of Peoria, Public Safety Pension Fee, P.O. Box 5128, Peoria, IL 61601.

7. I own more than one property in the city. Will I receive one bill or more than one?

You will receive a bill for each property you own within the city of Peoria. You will be asked to submit payment separately for each property, as well, to ensure the payment is applied to the correct property.

8. Can I combine my Public Safety Pension Fee and Stormwater payments?

No. The Public Safety Pension Fee and Stormwater Utility payments need to be remitted separately to make sure the payment is applied to the correct property and account.

9. Why is the Public Safety Pension program a fee and not collected as a property tax increase?

The City Council, Mayor, and City Manager want to ensure a fair and equitable way to meet the city's Public Safety Pension funding needs. A fee also ensures all users are contributing to the Public Safety Pension funding needs. Property taxes are more challenging to adjust and evaluate in the short term.

10. What is the Delinquency procedure and how do I read my Delinquency Notice?

Per City of Peoria Ordinance 17,641, An Ordinance Creating Article XVIII (Public Safety Pension Fee) of Article 18 (Licenses and Miscellaneous Business Regulations) of the Code of the City of Peoria

18-661 Delinquency.

1. Any bill or invoice for the fee imposed pursuant to this Article shall be considered delinquent upon the expiration of the time allowed for payment.
2. Any person or entity liable for public safety pension fee who fails to pay such fee when due, or any portion thereof, shall pay to the City a penalty of $5 per month up to the first six months or part of a month within which a delinquency remains. If the fee, or any portion thereof, remains delinquent beyond six months, any person liable for the fee shall pay to the City a penalty of $20 per month for every month thereafter within which a delinquency remains.

Understanding the delinquency notice -

Notice Date: This is the date the delinquency notice was generated.

Late Fee: Total amount of the late fee charged to the account. Please note that late a late fee of $5 will be applied for the first 6 delinquent months. Any remaining balances after 6 months, will incur an increased late fee of $20 per month. Charges remaining after one year of delinquency are subject to collections or further action by the city.

Past Due Balance: Original Bill Amount plus Late Fee Charge

Due Upon Receipt: The total balance must be remitted within 30 days of the date on the delinquency notice to avoid further penalty fees.
