Utility Assistance Program

The Utility Assistance Program is no longer accepting applications. 

The Utility Assistance Program pays overdue gas and electric bills for residents who are at risk of having their power disconnected when Ameren Illinois resumes shut-offs in the spring. 

Households are selected through a digital lottery system. The lottery is made public, but applicants do not need to watch the lottery to be selected to receive utility assistance. 

Program Requirements

  • Must have overdue gas and electric bills with Ameren Illinois
  • Must be at or below the income limit for household size
  • Cannot be receiving LIHEAP assistance or other ongoing utility assistance
  • Cannot live in multi-family public housing unit

How to Apply

The 2024 Utility Assistance Program Lottery application will be available online from Monday, February 19th through Friday, March 8th at 2:00 PM. 

There are three ways to enter the Utility Assistance Lottery Program:

  • Online: Utility Assistance Lottery Application
  • Call: (309) 494-8600 and request a paper application be mailed to you
  • In-Person: City Hall, 419 Fulton Street, Room 203, Peoria, IL 61602 (Monday-Friday, 8:00 AM - 12:00 PM)
