Neighborhood Mini-Grant Program
The 2026 Neighborhood Mini-Grant Program application period will be open from March 2 - April 3.
The Neighborhood Mini-Grant Program provides neighborhood and homeowner associations (HOAs) with grants to improve their neighborhoods. First-time applicants may apply for grants up to $5,000 and returning applicants can apply for grants up to $2,500.

Below is a list of projects from the 2025 Neighborhood Mini-Grant Program.

| Arbor District Neighborhood Association | Replace the remaining damaged sign at Cooper and Main and plant native trees on Summit Avenue to restore beauty and shade to the Arbor District. |
| Goose Lake Neighborhood Association | Participate in the Juneteenth Celebration to build community, offering food and information on safety, advocacy, and services in collaboration with the Neighborhood Resident Police Officer. |
| Madison Manor HOA | Host a series of neighborhood gatherings to engage residents and foster connections in the neighborhood. |
| Moss Bradley Residential Association | Install pet-waste stations to help dog owners clean up after their pets, and promote their use through newsletters, websites, and social media. |
| New Town Neighborhood Association | In partnership with the Tri-County Urban League, the neighborhood will be hosting a youth litter program where youth clean up the community while engaging in mentoring, financial literacy, and safety programs. |
| Southside Community United for Change | Host a youth program where they participate in a litter patrol, learn financial literacy, and help beautify yards and public spaces by planting flowers and small trees. |
| Southside Strong | Coordinate block parties, monthly Art of Neighboring workshops, and a Juneteenth celebration. |
| The Uplands Neighborhood Association | Replace the overgrown shrubs with native Illinois plants and set up a watering service for their first year as part of a larger effort to bring more native landscaping to the area. |
| Wardcliffe Neighborhood Association | Spruce up the subdivision with colorful plants, host an October social event for neighbors, and create a website to enhance communication and transition to a digital presence. |

| Center Bluff Neighborhood Association | Spruce up plant beds, distribute event flyers, and host block parties and holiday activities to bring the neighborhood together. |
| Glen Hills Neighborhood Association | Host a block party where neighbors can meet one another, and first responders and local officials can connect with residents. |
| North-Florence Neighborhood Association | Focus on neighborhood outreach and social engagement by hosting block parties, updating meeting signage, using funds for a neighborhood mailing, and replacing a missing solar light on a neighborhood sign. |
| Randolph-Roanoke Residential Association | The neighborhood park, a space for gathering and enjoying nature, will be updated with repairs to benches, the water supply, the butterfly garden, and new plants. |
| University East Neighborhood Association | Strengthen neighborhood bonds through block parties, outreach, and communication efforts that bring people together and encourage greater resident involvement. |
| West Bluff Council | Place signs at the entrances to the West Bluff to mark the boundaries of the neighborhood. |
| West Central Neighborhood Association | Send out monthly meeting notification postcards, providing refreshments at neighborhood meetings and host block parties to engage neighbors. |
| West Thrush Avenue Neighborhood Association | Connects teenagers in the neighborhood with elderly and disabled residents needing lawn care assistance, providing teens with mentorship and structured activities while helping maintain their community. |
| Westwood Neighborhood Association | Host a block party to foster connections between neighbors and enhance the entrance sign with neighborhood information. |

| The Knolls HOA | Install new railings and a bench at Baseball Island and Rocky Island, popular neighborhood gathering spots, to improve accessibility and provide a place for neighbors to visit. |

| Idyllbrook HOA | Launch a marketing and communications effort to establish a new HOA board and host neighborhood block parties to spark fresh ideas and build long-term connections within the community. |
| Lexington Ridge Condominiums | Replace 14 sections of damaged and uneven sidewalks to improve safety and accessibility. |
| Liberty Villas HOA | Offer a seminar on fraud prevention and distribute items to improve security and medical information for the over-55 community, who are often targeted by fraud and in need of emergency assistance. |
| Lynnhurst HOA | Purchase equipment to help efficiently transport HOA event materials from storage to event locations. |
| New World Condominium Association | Replace the broken lights around the buildings with spotlights to illuminate the brick walls and entryways. |
| The Coves at Charter Oak HOA | Renovate the neighborhood gazebo to maintain it as a gathering place for residents. |
| Townhomes of Williamsburg | Enhance garden beds and walkways by removing dead plants and weeds, adding rocks, and improving communal spaces for residents and visitors. |
| Village Grande at Ancient Oaks | Replace the 22-year-old street light globes to improve brightness and visibility, making the neighborhood safer for residents. |
| WeaverRidge Master Homeowners Association | Install a shade structure to offer shade for the playground, a popular gathering spot for neighborhood families. |
| Willow Knolls Residents Recreation Association | Install a storage space for neighborhood lawn equipment and purchase new pool furniture and equipment to enhance the park and pool area. |
| Willow Ridge Townhomes | Improve the neighborhood entrance by removing old plantings and river rock, adding new plants to hide utility boxes and improve visibility for drivers and pedestrians. |
| Windchime HOA | Enhance common areas with new plants and rocks for a refreshed look, and host a community picnic to thank volunteers. |
| Windpointe HOA | Fill cracks and reseal the entry to the subdivision to extend pavement life and improve curb appeal. |

| Golfside Condominiums | Upgrade the overgrown landscaping at the front of the property by replacing it with new bushes, perennials, and rock. |
| Hickory Grove HOA | Enhance the entrance by adding benches to provide resting spots for walkers, joggers, and parents waiting for their children to get out of school, improving both functionality and community engagement. |
| Hickory Woods Neighborhood Association | Replace the neighborhood sign, update the surrounding landscaping, create a neighborhood directory, and host a block party to foster engagement among residents. |
| High Point HOA | Replace wood mulch under playground equipment with rubber mulch to improve safety for children and reduce maintenance. |
| Nassau Estates Neighborhood | Host a neighborhood party to strengthen community ties and provide important updates from the neighborhood association. |
| Northridge Meadows HOA | Refresh the 20-year old landscaping to improve the appearance of the neighborhood. |
| Tanglewood/Hawthorne Hills HOA | Host a neighborhood block party to foster new friendships and create a more connected, supportive environment with food, music, and games for all ages. |
| Trails Edge Villas HOA | Provide seasonal neighborhood signage and decorations for holidays, and host a neighborhood block party to foster friendships and promote a supportive, caring community. |
| Versailles Condominium Association | Revitalize landscaping with new greenery to enhance the neighborhood's appearance. |
| Willow Lake Village Association | Add bubblers to the lake to improve water circulation, reduce stagnation, and enhance the overall health and aesthetic of the neighborhood lake. |
| Wynncrest HOA | Host a neighborhood block party to encourage residents to actively engage in the neighborhood association, helping create a more connected and enjoyable environment for everyone. |
Some project ideas include, but are not limited to:
- Public art
- Block parties
- Outreach and communication
- Public space enhancements (benches, shelters, pergolas, playgrounds, and more)
- Placemaking
- Pop-up events
- Storytelling projects to amplify and preserve neighborhood voices
- Safety tools and education
Projects CAN NOT:
- Create ongoing maintenance costs to the City
- Fund an event that already exists (funds can be used to add to an existing event's programming)
- Direct financial assistance to individuals or families
- Purchase land or buildings
- Purchase personal electronics
- Pay for travel and accommodation expenses
- Benefit one person
- Pay for planning meals
- Pay for transportation expenses such as gas or mileage
- Fund facility improvements made to a different taxing body
- Pay for operating expenses and software
- Pay for building maintenance
- Neighborhood association or HOA must be registered with the City of Peoria
- Project must have approval from the group (at least three members)
- Project must be complete by December 2025
